Action Plan 9: Research
Malta’s anti-racism plan strengthens evidence-based policymaking by investing in research to better understand systemic racism, hate speech, racial profiling, and their wider social and economic impacts.

What is Action 9 about?
To address a systemic problem effectively, a society must first develop a deep understanding of its scope, root causes, and tangible impacts. Recognising that data is essential for effective policy making, Action 9 highlights the urgent need for more locally focused research on racism and related issues.
Led by the Human Rights Directorate, this initiative outlines three key areas of study designed to uncover the often hidden realities of discrimination and inform future interventions.
1. Understanding Systemic Realities and Racial Profiling
To assess the current national context, the government will commission baseline research to assess the public's overall understanding and perceptions of systemic racism. This evidence will be essential in shaping concrete recommendations for its long-term eradication.
Drawing on the approach of the Fundamental Rights Agency's "Being Black in the EU" report, this research will also examine the specific experience and challenges faced by Black individuals and people of African descent living in Malta. In addition, dedicated research efforts will focus on identifying and implementing practical measures to prevent racial profiling, particularly within law enforcement.
2. Tracking the Evolution of Hate Speech
Hate speech can cause lasting harm, and its forms continue to evolve, especially in online spaces. To address this, the government plans to expand on research previously conducted by the University of Malta as part of the EU co-funded END-RACISM-MT project.
Earlier studies examined the prevalence and impact of hate speech and derogatory language directed at migrants and ethnic minorities, both in-person and social media platforms. By broadening this research, the aim is to develop a comprehensive trend analysis that can inform and sustain ongoing efforts to tackle hate speech in all forms.
3. Measuring the True Cost of Racism
Racism has significant consequences not only for individuals but also for public health and the national economy. To better understand these effects, the action plan includes a dedicated economic study to quantify the true cost of racism. Importantly, this research will also explore the serious mental health impacts of racial discrimination on those affected. By fully capturing these outcomes, policymakers will be better equipped to identify targeted interventions and prioritise areas where meaningful change is most needed.
Through Action 9, Malta reinforces its commitment to an evidence-based approach to tackling racism.
