Navigating the New Era of European Migration: The Four Pillars of the EU Pact on Migration and Asylum

After years of complex negotiations, the European Union has adopted the EU Pact on Migration and Asylum that entered in vigour on 12 June 2026.

This landmark agreement is built on four fundamental pillars : 

The first pillar secures the EU’s external borders to manage arrivals effectively. All individuals crossing irregularly will undergo mandatory pre-entry screening, which includes strict identification, health and security checks. Additionally, the expanded Eurodac database will use biometric data to track irregular movements and prevent multiple asylum claims across different countries.

The second pillar establishes rapid, efficient procedures that closely integrate the asylum and return systems to significantly reduce processing times. Claims from individuals who represent a security risk or come from countries with low recognition rates will be processed directly at the border. This ensures swift returns for those whose claims are rejected, without allowing them standard entry into the EU.

The third pillar establishes a mandatory but flexible system of solidarity to ensure frontline Member States do not manage mass arrivals alone. When a border nation is under pressure, other EU countries are legally required to assist. However, they can choose how they contribute, whether by relocating asylum seekers to their own territory, providing financial support or offering operational and technical assistance.

Finally, the fourth pillar embeds migration management into international partnerships, recognizing that true border control begins abroad. The EU aims to address the economic and political root causes of irregular migration by working closely with countries of origin and transit. These partnerships are designed to prevent irregular departures, dismantle smuggling networks and facilitate the safe return of those without a legal right to stay.

The aim of the new pact  is to move away from ad-hoc crisis management toward a permanent, structured and unified migration strategy.
