Malta’s anti-racism strategy incorporates strong monitoring and accountability mechanisms, including regular reviews, annual reporting, and international oversight to ensure effective implementation and continuous improvement.

What is Action 10 about? To ensure that the goals set out in the National Action Plan Against Racism translate into tangible outcomes, the government has established concrete accountability measures. Action 10 is designed to ensure that the plan remains transparent, responsive and consistently evaluated throughout its five-year implementation period..
Assessing Progress and Adapting
To maintain momentum and ensure that policies are delivering meaningful results, the Human Rights Directorate will conduct a comprehensive mid-term review of the action plan. Scheduled for the second quarter of 2027, this review will assess the progress across all strategic areas. Engaging Stakeholders Annually
To support ongoing dialogue and transparency, the government commits to producing an annual progress report. This report will be presented and discussed with key stakeholders during a dedicated event held as part of the newly established Anti-Racism Week.
Maintaining International Transparency
Malta recognises that combatting racism requires international collaboration and alignment with global human rights standards. The Human Rights Directorate will therefore continue to provide timely and accurate data to key national and international bodies. By collaborating with organisations such as the Office for Democratic Institutions and Human Rights (ODIHR) and the Fundamental Rights Agency (FRA), Malta ensures that its progress is measured transparently against international benchmarks. This ongoing engagement reinforces accountability and supports continuous improvement of national efforts.
Through Action 10, Malta strengthens its commitment not only to tackling racism, but also to ensuring that its actions remain measurable, transparent, and effective.
